Inclusion rule. An app is listed when its own pages state what the question asks. Order. Apps in alphabetical order.
Dubbing replaces the spoken track, which goes further than translated captions. Several of these apps offer both, and the pricing pages usually put dubbing on a higher plan or behind credits.
The language counts on the pages are not directly comparable. Some count the languages a voice can speak, some the languages a transcript can be translated into.
A dubbed short needs a native speaker's check before it goes out, since a mistranslated hook in the first seconds loses the viewer the video was dubbed for.

2A generator upstream of the app
Upstream of an app feature like “Which apps dub a video into another language?”, SceneMixer describes its own generation steps:
SceneMixer writes dialogue into the script analysis, assigns each line to a shot with a speaker and a short delivery note, and the video model performs it — picture and audio generated together, so the mouth forms that sentence in the language you chose.

Video is 16:9 landscape by default, with 9:16 vertical available; you set it once per project. Segments are typically 4 to 15 seconds, and some model tiers go to 30.
