Reframing and resizing are listed side by side on many pages but do different work. A resize changes the canvas and leaves the picture where it was; a reframe moves the crop through the video so the subject stays inside the tall frame.
The difference shows with two people on screen. A fixed centre crop of a two-shot loses one of them, which is why several of these pages talk about following whoever is speaking.
Clip makers put reframing next to clipping because the two run together: a long landscape recording goes in, and short vertical clips come out already framed.
